China Merchants Western Shenzhen Terminals Acquired the Qualification as the First National Named Grain Import Port

On October 27th, 2014, Shenzhen Enter-Exit Inspect and Quarantine Bureau held a press conference and announced that Shekou Container Terminal and Chiwan Container Terminal acquired the qualification as the first national named grain import ports. It marked that China Merchants Western Shenzhen Terminals would become an important gateway for grain import in Shenzhen, which would play an important role in reinforcing bulk cargo import and raise the port competitiveness. Three check points are set in the port area, and they are in China Merchants Port Service (Shenzhen) Co., Ltd. and Shekou Container Terminal Co., Ltd. in Shekou Port area and Shenzhen Chiwan Holdings Co., Ltd. in Chiwan Port Area. 
 
To further promoted the import of grain and oil and improve the effeciency of custom clearance in Shenzhen Port, Shenzhen Enter-Exit Inspect and Quarantine Bureau drafted inspect and quarantine measures of imported grain and oil in Shenzhen Port according to the requirements of named port management measures of the General Administration of Quality Supervision: to simplify the quarantine approval procedure, to run the 24-hour application and filing of the imported animal and plant quarantine permit for the grain and oil import companies, whose permits could be verified on line; to make advanced custom clearance for the grain and oil import companies who meet the inspect and quarantine requirements; to perform on-shore inspect and quarantine for grain and oil bulk import vessels; to carry out prior check up and sampling for censorship and to set up green channel for prior inspect.
 
There might be weeds, plant disease and pests in the imported grain and oil, therefore, to reduce the risk of exotic harmful organism and to promote the standarized and scientific management of port inspect and quarantine, the General Administration of Quality Supervision carried out named port management for grain and oil import. Shenzhen is an important port for agricultural bulk import in China. Its volum of imported barley ranks the second in China, and the volum of imported rapeseeds takes one fifth of the total national volum. The establishment of the first national named grain import ports marked that Shenzhen would become the south gateway of grain import in China.
